Supplies:
1 tube of choice & Fonts of choice.
For the fonts I used Impact and TheNautigal(PTU).

Mask of choice or the one I used WSL_Mask4 by weescotslass HERE

Scrapkit of choice or the one I used
Pink Chicklette (PTU) by Missy

Ready?...Let's begin!!

Open your supplies in PSP.

New image size 600x600
floodfill white or keep black if you like.

Open frame_1 from the kit, copy and paste as new layer.
Resize about 75% smart size, all layers unchecked.
With your magic wand, click inside the frame, go to
selections, modify, expand by 3.
Copy and paste a paper of choice, selections, invert, hit delete
move paper layer below the frame layer,
Do NOT deselect, copy and paste a tube of your choice to the left side, hit delete, select none.
Layer pallete, make sure your on your tube layer, set it too Luminance (L), set opacity at about 50.
Dropshadow your frame layer, H&V 1, Opacity 7, Blur 7, Color Black.

Open frame_2 from the kit, copy and paste as new layer.
Resize about 65% smart size, all layers unchecked.
Image rotate 10 degrees to the right, move it over to the right of your tag.
With your nagic wand, click inside the frame, go to
selections, modify, expand by 3.
Copy and paste a paper of choice, selections, invert, hit delete
move paper layer below the frame layer,
Do NOT deselect, copy and paste a tube of your choice, hit selete, select none.
Dropshadow your tube and frame layer, H&V 1, Opacity 7, Blur 7, Color Black.

Copy and paste a flower bunch of your choice from the kit, resize to your liking
place at the top left hand corner of your tag, move below your first frame layer
Dropshadow , H&V 1, Opacity 7, Blur 7, Color Black. Duplicate layer, image mirror, image flip.

Click on your top layer, copy and paste a flower binder, resize to your liking, move to the top
middle of the tag so it looks like its holding the frames together.
Dropshadow , H&V 1, Opacity 7, Blur 7, Color Black.

Add any other elements of choice and dropshadow.

Click on your background layer, copy and paste a paper of choice,
New mask layer from image, WSL_Mask4, invert mask data unticked
Merge group.

Add your saying and name
I added a slight gradient glow to both.
Dropshadow, H&V 1, Opacity 5, Blur 5, Color Black.

Crop and resize to your liking.

Add your Artist and save!! Yay, You Are Done!
